Scoped Package Control
This package is a stateless, attenuated facade over the selected HiveDock's
existing hivedock.control actor. It is mounted inside one delegated
workspaces.* subtree and forwards only package.up and package.remove
after checking the target HiveDock identity and configured package grant.
The runtime is bound at workspaces.<binding>.hivedock.control; its default
manifest mount is a valid placeholder and normal installation overrides the
<binding> segment for the delegated developer workspace.
It owns no package records, Directory rows, runtime state, or durable install authority. Those remain owned by Host Control and the target HiveDock.
